A more trust-based leadership is described to solve the problem of recruitment and staff turnover in Swedish eldercare. This article is a contribution to the discussion on trust-based governance by examining the conditions for distributed leadership and highlights what hinders and enables DL in five different cases within Swedish eldercare. The purpose of the study is to investigate the relationship between working conditions and DL, make critical conditions visible and analyze what enables and hinders DL. The article is based on a qualitative case study of five businesses and the respective strategy for governance and management. The result shows that trust-based leadership requires basic resources and premises.
