Abstract

The Swedish social assistance is characterised by an increasing emphasis on conditionality through activation. This paper aims to understand whether, and how, municipalities take age into account when assessing activation, focusing on social assistance recipients close to retirement. Municipal managers have been interviewed to fulfil the aim. There are differences between municipalities with some emphasising the need to not consider social assistance recipients’ age while other municipalities emphasise the opposite. Further research is required given the expected demand on municipalities to activate social assistance recipients, not least concerning the conceptualization of individualised services.
