Abstract

According to this policy research, which is based on a content analysis of Sweden's regions' communication on their websites about workplace mistreatment, ten of the 21 organizations have no communication at all on this topic. Only four of the 21 Regions have governing documents accessible on their websites. A comparison of the four policies' communication reveals that workplace mistreatment as a problem is based on a legalized logic centered on individual employees' own responsibility, lack of  shortcomings in the work environment to explain the problem, and thus ignores the Work Environment Agency's regulations. Actions are also based on employment law procedures, with a focus on employee complaints and bullying investigations. No preventing measures are included. The result shows a reproduction of logical fallacy in the juridification process from the recommendations from SALAR authority, without clarity about what constitutes mistreatment and a confusion about which areas of law apply regarding the regulation of the problem.
