In step with the continuing EU integration, collective agreements in the member states are increasingly affected, and the social partners’ room for negotiations is narrowed. This is so despite the fact that the EU has limited competence to legislate on collective labour law, and that it shall facilitate dialogue between the social partners and respect their autonomy. At the same time, this integration has created scope for negotiations and collective agreements at EU level. This article analyses the mechanisms that have led to this evolution and draws an overall picture of the status of the collective agreement in EU law.
