Through the reform of Employment Protection Act (2022), the rules for terminating employment contracts has become more flexible in Sweden. Meanwhile, workers’ opportunities to receive support for re-training and skills development facilitated through the social partners’ Job Security Councils became strengthened, and also by the introduction of a new state subsidy. However, there is a lack of knowledge as to under which organisational conditions they operate and what kinds of working methods they use. Through a document analysis we map how the social partners’ Job Security Councils are organised and which types of private actors provide services for them through contracting.
