University teachers should be recruited based on the meritocratic principle of merit and skill. However, there are indications that other factors often determine who gets a job at Swedish universities. How can this be explained? Researching this question, this study focuses on the role of The Swedish Higher Education Appeals Board (ÖNH). The article analyses the political background of this board, its composition and assessment practice. It shows that academic ideals have continuously lost its significance in recruitment processes and been replaced by legal regulations and control bodies.
