Försörjningsformens betydelse vid arbetsmarknadspolitiska bedömningar: Ett faktoriellt vinjettexperiment

Abstract

We investigate the impact of different income support systems and ethnicity on the assessments made by public employment officers. The study used factorial vignette experiment. Unemployment benefit or social assistance resulted in statistically significant different assessments but where not effected by ethnicity. The categorizations might lead to significant consequences for jobseekers with social assistance, who in addition to a lower level of economical compensation also risk being referred to municipal labour market interventions. These are sometimes designed to be used for conditionality rather than strengthen working capacity. This breaks with the universal welfare ambitions in Sweden.
