The present article highlights various aspects of local governance within the public sector where overall goals are defined through political goal management. More specifically, it is about how Sweden’s higher education institutions are governed to meet the goal given to them by the Government’s regulatory letter 2016; to gender mainstream their activities. The article analyzes the conditions that exist at the universities to steer towards this goal. The analysis is a case study of gender mainstreaming in academia but the results might be helpful and of relevance for all public authorities fulfilling their own mandatory goals concerning gender mainstreaming.
