Abstract
It is difficult to imagine an editorial, in July 2020, without mentioning the COVID-19 outbreak and the global health emergency triggered by it.
The disastrous social and economic effects of the COVID-19 outbreak are a well-documented and debated subject. However, the legal implications of this health emergency might also be significant. Therefore, rather than a conventional editorial, a guest note has been written by Anna Zemskova for this issue. She is a PhD Candidate here at Lund University whose research touches upon the very core of state of emergencies and the rule of law.
