EU-medlemskapets inverkan på den svenska parlamentarismen
Abstract
The influence of the EU membership on the Swedish parlamentarism. Before Sweden became a member of the EU, just two models for power-sharing, between the government and the Riksdag, were to be found in our country — the model of working parliament- arism which applies to the domestic-policy and the model of informed parliamentarism which applies to the foreign-policy. The question to be answered in this article is if that still is the case, or if a third model for powersharing has become established in Sweden as a result of the membership in the EU. In order to analyse this question I propose that we should focus on three aspects of the Riksdag's role in issues concerning the EU: the access to information, the possibility to modify or reject policy brought forward by the executive and the possibility to formulate and substitute policy of its own. The conclusion I draw from the study is that no third model for power-sharing has become established in Sweden, instead the model of informed parliamentarism has strengthen its position at the expense of the model of working parliamentarism.Downloads
