Abstract

France’s government crises of 2024–2025. Constitutional, political and representative crises

President Emmanuel Macron’s decision to dissolve the National Assembly and call for new elections in 2024 has led to significant difficulties in forming a stable government. However, dissatisfaction with Macron and his government and the subsequent government crises of 2024–2025 mask other tensions within the French political model. The first is constitutional and concerns the French Constitution, which is designed to grant the political executive very strong power relative to Parliament a relationship that is increasingly questioned today. The second is political and concerns the parties’ inability to cooperate at the national level, rooted in a culture of political majoritarianism. The third explanation concerns representative democracy and the disconnect between voters and elected officials. The paper concludes that the tensions that have been identified were present when Macron came to power in 2017 and will persist for a long time to come, well beyond the 2027 presidential and parliamentary elections.France’s government crises of 2024–2025.
